Iruka doesn't have much to use in combat... his Genjutsu: Demonic Illusion: Hell Viewing Technique won't work on Mizuki, as Mizuki would see right through it, use the Genjutsu: Release, so it would be a waste of chakra.

his barrier Ninjutsu require quite a bit of setup, like String Light formation and Sealed Binding Formation. there's noone for the transformation Jutsu to help him with because Mizuki is alone... clones are also a waste of chakra, since mizuki just wrecks them. Irukas got far less chakra than Naruto (whos regular chakra level is comparable to a Jonin, more than Kakashi. Irukas a chunin)
and substitution has a limited use in this fight.

that just leaves Iruka with shadow shuriken jutsu and because Mizuki knows about it, he won't fall for that either.

to put it bluntly, all of Irukas best ninjutsu are sealing and barrier ninjutsu, and he doesn't have an opportunity to set one up until the end of the fight, and once he can set one up, he traps mizuki, Naruto can now use rasengan without being dodged or caught, and the fight is over. if he could have done it earlier, this figh would have been exceptionally short. but Iruka's talents are for evading a persuit and setting up traps, NOT for being the one in persuit.

Yeah. He is like have the idea of how strong the enemy is, but he will still start with a normal punch, then some clones, then rasengan, then backstory, then the whole thing again and if it still not work, then he uses foxy dudes power

to be fair, he rarely needs to use the fox at this point, and the only thing stopping him from landing the Rasengan is Muzuki's speed and skill.
if he tried it without Iruka's barrier trap, Muzuki could easily dodge, so its just wasting chakra

for Naruto to use Rasengan, he needs a target that has been immobilized. this whole arc steered Iruka's character development as a barrier specialist just for that finishing move, and it was clearly written from the end backwards... most stories are oddly written with a predetermined ending as a goal... then the author figures out how to reach that ending in an exciting way. they come up with key events, and then expand on it, eventually ending up with a long story with far fewer plotholes. this writing technique was first created by Geoffrey of Monmouth, back in the 12th century
Unfortunately in doing arcs like this, some plotholes are created, like "Why didn't Iruka use a barrier before, when he had Mizuki chasing him?" or "why didn't they approach mordor, then fly the rest of the way on eagles, as the eagles were able to swoop in to get frodo out?"

even with Monmouths method, while expanding out, you create a plothole.

(you probably have never heard of Geoffery Monmouth, but I guarantee you've heard about King Arthur and his knights of the round table)
